- Background: Requires the state board of education ("state board") to create 12 regional service areas ("regions") throughout the state. Encourages individuals in the regions to convene regional service cooperatives ("regional cooperatives") and to develop and submit a comprehensive service plan ("plan") to the state board for coordinating services and programs throughout the region. Requires the state board to make rules implementing the act. Requires the state board to approve a plan submitted by a regional cooperative prior to granting funding. Authorizes the state board to make grants to eligible regional cooperatives using a baseline funding amount as well as a per pupil amount. Requires regional cooperatives to submit an annual written report to the state board and the department of education.
